Hungary has the strictest populated-area rule in Europe, and it is the only thing a visitor really needs to understand. Flying over any built-up area requires an ad-hoc airspace designation from the military aviation authority, applied for at least 30 days in advance, and there is no shorter route for a tourist — the five-working-day track is reserved for state operations. That rules out spontaneous flying over Budapest, over the towns around Balaton, and over the villages of the Danube Bend. Outside built-up areas the rules are ordinary, but two national additions apply everywhere: Hungary registers the aircraft as well as the operator, at any weight, and insurance is compulsory from 250 grams with minimum sums set in a decree.
Country-specific decision path
Before you choose a launch point in Hungary
- Confirm your operator paperwork Registration required — HUF 2,000 for the operator and HUF 2,000 for each aircraft. In the EU. One EU/EEA operator registration covers this country. Open MyDroneSpace (HungaroControl)
- Check the exact route on the official map MyDroneSpace is the national starting point; read every condition covering the complete route, not only the launch pin. Open MyDroneSpace
- Apply the local layer An EU or EEA operator registration is valid in Hungary. Review the Hungary zone and nature checks
Registration in Hungary
Hungary applies Regulations 2019/947 and 2019/945 and layers a substantial national regime on top, spread across the Aviation Act, a 1998 decree on airspace use, a 2007 joint decree that designates the zones, and a government decree on compulsory insurance. The zone distances around protected facilities and critical infrastructure were raised to 300 m and the statutory reference updated to the critical-entities framework — a change HungaroControl's own information page had not picked up when we checked. The privacy regime is worth understanding correctly: contrary to a claim that circulates widely, there is no drone-specific section in the Hungarian Civil Code, and no rule requiring a landowner's consent to overfly. What exists is criminal and misdemeanour law triggered by recording a dwelling or enclosed grounds, which is stricter in its own way.
We previously wrote «around 3,000 HUF». The authority publishes 2,000 HUF, but twice over, because Hungary registers the aircraft as well as the operator — a national requirement with no EU equivalent, applying at any weight. The only carve-out is a narrow one: a toy under the EU toy directive, below 120 g, with no recording device, which no camera drone meets. Amending your data costs another 2,000 and deleting a registration 1,000; a paper certificate is 4,090. No validity period is published, and there is no renewal fee in the schedule, but we are not going to infer from that that it lasts forever. Filing is not done in MyDroneSpace: it goes to the transport authority through the e-Papír government portal, by post, or in person.
What it costs: HUF 2,000 for the operator and HUF 2,000 for each aircraft — Not published.
In the EU. One EU/EEA operator registration covers this country.
How to register
- Visit the Hungarian drone registration portal
- Create an account with personal identification
- Complete operator registration
- Register each drone
- Receive your EU operator ID
- Complete required training
- Review HungaroControl airspace restrictions
You register as an operator — not the drone. Registration is required from 250 g, or below 250 g if the drone can transfer more than 80 J of energy, or if it carries a sensor able to capture personal data. CE-marked toys are exempt. Put your operator number on every drone you fly and set it in Remote ID.
Flight rules
- Maximum height
- 120 m above ground level in the Open category.
- Line of sight
- Visual line of sight required.
- Weight classes
- Standard EU weight classifications.
- Night flying
- Night flying is allowed in the Open category. A drone with a class mark must show a flashing green light so it stays visible. You still have to keep it in sight, which is harder after dark, and national geographical zones apply exactly as they do in daylight.
- Weather
- Good weather conditions required. Hungarian summers can have sudden thunderstorms.
Class marks C0–C6 have been mandatory since 1 January 2024. The transition period is over: a drone without a class mark may only be flown in A1 (under 250 g) or A3 (under 25 kg).
Where you may not fly
There is no single EU-wide distance from airports. Each country publishes its own UAS geographical zones, so check the national map or app before every flight.
Airports and controlled airspace
Hungary does not use one radius. Aerodromes without an aerodrome traffic zone carry a 2 km circle from the reference point, unless the aerodrome operator has consented, and air-ambulance helicopter landing sites carry 750 m on the same terms. Inside the Budapest control zone and the Szolnok, Pápa and Kecskemét military control zones there is something more useful to know: outside the No Drone Zones you may fly up to 40 m above ground with no air traffic clearance, no flight plan, no transponder and no radio. The No Drone Zones themselves — at Budapest airport, in the Budapest control zone, and in the three military zones, with Bácsbokod added — are closed.
Towns and cities
This is the rule that shapes everything else in Hungary. The Aviation Act permits a drone operation over a populated area only where an ad-hoc airspace has been designated for it, and the application goes to the military aviation authority at least 30 days in advance on its own electronic form. There is no shorter track for a private or tourist flight; the five-working-day route exists only for operations carried out for a state body. The only exemption written into the section is the toy carve-out — under 120 g with no recorder — so a small camera drone gets no relief. Public service media are separately exempt. The civil aviation authority charges 9,000 HUF for its specialist opinion where the request touches controlled airspace or an aerodrome; that is its fee, not a flat price for the airspace.
Protected nature
Contrary to how this is usually described, there is no blanket ban on drones over Hungarian national parks and no national park permit counter. We read the Nature Conservation Act's list of activities needing the nature authority's permit and flight is not among them. Protection works through airspace instead: the nature authority can initiate the designation of prohibited or restricted airspace over a protected area, and the result is a set of environmental restricted areas in the LHB series. Where one covers your spot, the county government office's nature-conservation consent is required as a step inside the ad-hoc airspace application — not as a separate permit from the park. Fertő-Hanság names its own areas and describes exactly that procedure. So the practical question is not «is this a national park» but «is there an LHB area here», and MyDroneSpace is where you find out.
Government and military sites
A 300 m prohibition surrounds the protected facilities guarded by the Parliamentary Guard, which is what covers the Parliament building, and another 300 m surrounds designated critical infrastructure. Note a conflict between two official sources: HungaroControl's own airspace information page still shows the older figures of 200 m and 500 m and cites the superseded statutory framework, while the consolidated decree gives 300 m for both. We publish the consolidated law and flag the discrepancy rather than picking the friendlier number.
Other restrictions in Hungary
- Checking is mandatory even where clearance is not: the decree requires the remote pilot to mark the operation area on the designated platform before every take-off and to keep checking during the flight that the area is not prohibited
- Marking an area in MyDroneSpace is not an airspace reservation, and the platform says so itself
- Recording another person's dwelling, other premises or enclosed grounds by unauthorised drone use is a criminal offence in its own right, separate from any airspace rule
- A MyDroneSpace account needs an annual data refresh on its anniversary; letting it lapse locks the account and eventually deletes it, which catches returning visitors
Insurance
Hungary fills the gap the EU regulation leaves below 20 kg, and it does so with published sums. A government decree on compulsory aviation liability insurance sets the minimum cover for unmanned aircraft at 3,000,000 HUF per event and 6,000,000 per year between 250 g and 4 kg, rising to 5,000,000 and 10,000,000 above 4 kg and below 20 kg. The trigger is 250 g or more — or commercial use at any weight, so a sub-250 g drone flown for money needs cover too. The authority is explicit that the policy must already exist at the moment you register.
Penalties
These are the general misdemeanour ranges rather than a drone tariff — Hungary sets the band, not a figure per breach. We have removed a «up to roughly €300,000» figure that appeared in our earlier notes: we could not find any instrument supporting it. There is a separate aviation fine regime with larger ceilings, but no drone-specific schedule of amounts that we could locate.
| Breach | Penalty | Source |
|---|---|---|
| Misdemeanour fine, general range | HUF 6,500 to 200,000 | Misdemeanour Act § 11(1). Unauthorised drone use over a populated area is a misdemeanour under § 229(1). |
| Where the offence also carries detention | Up to HUF 400,000 | Same section, higher tier. Unauthorised drone recording of a dwelling or enclosed grounds falls here. |
| Criminal offence — observing and recording a dwelling by drone | Detention (elzárás) | Criminal Code § 422/A(1). A criminal offence in its own right, quite apart from any airspace breach. |
Whatever the amount, the pattern across Europe is the same: paperwork failures are handled administratively, while flying near aircraft, over crowds, or inside a protected zone is what turns a case into a prosecution.
Visiting Hungary with a drone
An EU or EEA operator registration is valid in Hungary. But there is an open question we are not going to answer for you, because getting it wrong either way would cost you: Hungary also registers the aircraft itself, and the Aviation Act says a drone may use Hungarian airspace only if the authority has registered it, with no visible carve-out for foreign-registered operators. The authority's own pages address only third-country operators and do not resolve how that sits alongside EU-wide recognition. Ask the transport authority before you travel. What is certain is the populated-area rule: flying over any built-up area requires an ad-hoc airspace designation applied for 30 days ahead, with no shorter route for visitors, which effectively rules out spontaneous flying over Budapest, the Balaton shoreline towns and the Danube Bend villages.
Commercial work
The ad-hoc airspace procedure is the same one everyone uses, and 30 days is 30 days. What differs is that commercial operators are more likely to trigger the civil authority's 9,000 HUF specialist opinion, because their requests more often touch controlled airspace or an aerodrome. Insurance is compulsory at any weight for commercial use, where private flyers only cross the threshold at 250 g. Note also that the applicant must declare in the airspace application that they are familiar with the privacy rules — which in Hungary are unusually sharp, and criminal rather than merely civil.
Location planning
These are well-known photographic subjects to research, not recommended launch points or proof that a flight is allowed. Check the exact route against official airspace, nature, land-manager and people restrictions.

Apps and official maps
- MyDroneSpace (mydronespace.hu) — official, developed and run by HungaroControl, the Hungarian air navigation provider. Airspace information and ad-hoc airspace requests
- Registration itself is not done in MyDroneSpace: it goes to the transport authority's aviation division through the e-Papír government portal, by post or in person
Practical tips
- Flying over any built-up area needs an ad-hoc airspace designation applied for 30 days ahead. That is the single fact that governs a trip to Hungary
- There is no short track for tourists. The five-working-day route exists only for state-body operations
- You must check MyDroneSpace before every take-off and during the flight — that duty is in the decree, and it is separate from whether you need clearance
- Inside the Budapest control zone but outside the No Drone Zones you may fly to 40 m with no clearance, no flight plan and no radio
- Hungary registers the drone as well as the operator, at any weight. The toy exemption is under 120 g with no camera, which excludes every camera drone
- Insurance is required from 250 g, with minimum sums set in a decree — most guides say Hungary has no national requirement
- Beware Hungarian-language articles about new drone bans along motorways and the border: those are Serbian rules reported by a Hungarian-language paper in Vojvodina, and they do not apply here
