Short Answer: Do Not Treat Mont-Saint-Michel as an Open-category Location
Mont-Saint-Michel sits inside restricted area LF-R12, which must be avoided unless the Prefect of Manche grants an exceptional exemption. France also prohibits recreational Open-category drone flight over public space in built-up areas. The abbey, village, causeway and crowded approaches therefore do not offer a casual tourist launch plan.
The useful alternative is a ground photograph from an authorised public viewpoint. A professional production must solve airspace, populated-area, land and monument-filming questions separately; permission from one body does not replace the others.
LF-R12 Controls the Airspace
The Prefecture of Manche states that overflight of LF-R12 is regulated and that pilots must route around it unless an exceptional exemption is granted by the Prefect. Its current page, updated in January 2026, provides the application route for qualifying operations.
Historic approvals published by the Prefecture show that authorised productions can exist, but they are operation-specific, date-specific and subject to conditions. They are not precedents that a visitor can copy. Check the official French restriction map and current aeronautical information before any flight elsewhere in the bay.
The Village Adds a Separate Constraint
France's aviation ministry states that recreational Open-category flight over public space in a built-up area is prohibited. A separate declaration route exists for qualifying professional Open-category work, but it does not remove LF-R12 or other approvals. Mont-Saint-Michel is a commune as well as a monument, with narrow streets, residents, visitors, shuttle traffic and frequent concentrations of people. A sub-250-gram drone does not create a tourist exception or allow flight over an assembly.
Launching from a field, car park or the opposite side of the causeway does not make an LF-R12 route lawful. Take-off and landing also require a place you are entitled to use.
Abbey Filming Is Its Own Process
The Centre des monuments nationaux manages the abbey and publishes a dedicated service for filming and photography requests. That process concerns the monument and its managed spaces. It does not grant an LF-R12 exemption or aviation approval.
Commercial or organised work should contact the monument and the Prefecture with a complete production plan. Do not describe a filming inquiry, fee quote or submitted form as permission until the relevant body confirms it.
What About a Drone Under 250 g?
Low weight can simplify some Open-category competency and separation requirements. It does not remove LF-R12, the rule for public space in built-up areas, assemblies-of-people restrictions, privacy or monument management. A camera also normally triggers operator registration.
See the France drone-law guide for AlphaTango, registration and national requirements.
Better Ways to Get the Shot
The approach roads and public viewpoints provide long-lens compositions with the mount isolated against sky, sea or tidal flats. Tide, haze and light change the image more than a few metres of aircraft height would. Stay within signed public access and never enter the bay without appropriate local knowledge; tides and soft ground create hazards unrelated to drones.
For a film requiring aerial material, license documented footage or commission an operator able to obtain the operation-specific exemptions. An online clip alone is not evidence that it was lawful.
Workflow for a Different Normandy Location
- Plot the full route in France's official drone-restriction map.
- Check current aeronautical notices and every map condition.
- Determine whether the route crosses public space in a built-up area.
- Confirm registration, aircraft class and remote-pilot competency.
- Identify landowner, monument and nature-management requirements.
- Reassess people, wildlife, wind, tide and visibility on the day.
Use the pre-flight checker to structure those questions without treating it as an authorisation.

A Landmark with a Clear Airspace Answer
Mont-Saint-Michel is not a place where a lighter drone or quieter hour creates a tourist-flight loophole. LF-R12 and the built-up public setting make a ground-based plan the responsible default. Exceptional production access exists only through documented, operation-specific processes.
